Prime Minister Naoto Kan attended the second meeting of the Energy and Environment Council at the Prime Minister's Office.

Discussion took place on immediate measures to be taken to stabilize energy supply and demand and an interim summary for the formulation of the strategy for innovative energy and environment.

Based on the discussion, the Prime Minister said, "At this meeting today, we have confirmed two important principles.
First, we will commit ourselves to reforming the demand structure by such means as power saving, and at the same time work to reform the supply structure by encouraging all kinds of players to take part in power supply business. We have confirmed the direction to proceed on with the reform of the electric power system, including the separation of generation and transmission, and to be thorough with the safety measures for nuclear power generation.
Second, another major point is the strategy for innovative energy and environment for the medium to long term, for which an interim summary was presented. In this context, we will overhaul our current approaches in order to bring about the new best mix of energy sources, and draw up a scenario for reducing dependence on nuclear energy. We will thoroughly review our nuclear power policies and seek a new framework. We will seek to realize a new decentralized energy system. We will have national debates on the cost of nuclear power generation and the possibility of introducing renewable energy sources. The strategy will be worked around deliberations based on the analysis of objective data. Furthermore, based on this basic philosophy, tasks and timetables are proposed in the interim summary for short-term measures for the next three years, medium-term measures up to 2020, long-term measures from 2020 to 2030, and measures beyond for 2050, as a solid discussion base moving forward.
Today, we as the Government were truly able to propose the strategy for innovative energy and environment. We will continue to have further discussion on it for a year or so to produce a final draft. I ask for your further efforts to come up with the official policy as the Cabinet based on this interim summary."
