Prime Minister Naoto Kan held the second meeting of the Headquarters for the Reconstruction from the Great East Japan Earthquake at the Prime Minister's Office.

Discussion took place on the outline of the Basic Policy on Reconstruction from the Great East Japan Earthquake and other matters.

Based on the discussion, the Prime Minister said, "This Basic Policy, for which there is general approval, will be given further substance moving forward. Needless to say, it is the fundamental principle of reconstruction that the communities are the primary actors. Furthermore, it will become imperative that discussions on the financial framework of the reconstruction are deepened among the relevant ministers.
I ask that you please make efforts in your respective roles to accomplish these momentous tasks."
