Prime Minister Naoto Kan attended the plenary session of the House of Councillors.

During the session, Mr. Toru Kikawada, a member of the House of Representatives, explained the purpose of the Basic Act on Reconstruction from the Great East Japan Earthquake, and the Prime Minister answered questions on the bill from each party and faction.
