Prime Minister Naoto Kan attended the 81st General Meeting of the Japan Association of City Mayors held in Tokyo.
The Prime Minister said in his address, "To bring about reforms for regional sovereignty, the role of basic municipal units are ever increasing in importance as the most familiar government body for the people. I ask each mayor here to fully exert their ability in leading the regional governments."
