Prime Minister Naoto Kan held the seventh meeting of the Headquarters to Promote Civil Service Reform at the Prime Minister's Office.

Discussion took place on four bills related to reform of national public officers' systems.

The Prime Minister said in his address, "This reform is intended especially to create efficient, high-quality public officers' systems that match the needs of the people in accordance with the changing times. It is also intended to create an organization that is not vertically segmented and furthermore gives public officers a sense of fulfillment. I understand it as being a reform to create public officials' systems that can win the trust of the people. I ask for your further efforts in bringing about better public officers' systems."
