Prime Minister Naoto Kan attended the plenary session of the House of Representatives.

During the session, Mr. Yoshihiko Noda, Minister of Finance, explained the purpose of the bill on special measures for government bonds (the Act on Special Provisions concerning Issuance of Government Bonds for Financial Management in FY2011) and the tax reform bill (the bill for partial revision of the Income Tax Act, etc.), and Mr. Yoshihiro Katayama, Minister for Internal Affairs and Communications, spoke about local governments' annual plans for expenditure in 2011 and explained the purpose of the local tax bill (the bill for partial revision of the Local Tax Act, etc.) and the local allocation tax bill (the bill for partial revision of the Local Allocation Tax Act, etc.), among other bills. Prime Minister Kan answered questions on these bills.
