The Prime Minister Attends Plenary Sessions of the House of Representatives and the House of Councillors
Prime Minister Naoto Kan attended plenary sessions of the House of Representatives and the House of Councillors.
During the plenary session of each House, a draft resolution on North Korea's shelling against Yeonpyeong Island in the Republic of Korea (ROK) was submitted and adopted unanimously.
Prime Minister Kan delivered an address to the plenary session of each House, stating, "North Korea's shelling this time is an intolerable act of aggression. Japan has announced its position of condemning strongly North Korea's actions. I conveyed Japan's strong support for the standpoint of the ROK government when I had a telephone conversation with President Lee Myung-bak of the ROK the day before yesterday. The government, firmly bearing in mind the principle of the resolution adopted today, shall continue to work to gather information and make solid responses in collaboration with the ROK, the United States, and other countries concerned, including at the United Nations Security Council. Furthermore, I pledge that I will act on the principle, making the utmost efforts for the release of all the victims of abductions."
Meanwhile, a draft supplementary budget for FY2010 was rejected by the House of Councillors during its plenary session. Due to the differing decisions between the House of Representatives and the House of Councillors, a joint committee of both Houses was convened. However, no agreement was reached at the joint committee. The second paragraph of Article 60 of the Constitution stipulates that the decision of the House of Representatives takes precedence. Accordingly, the Speaker of the House of Representatives declared during its plenary session that the decision of the House of Representatives shall be the decision of the Diet, thereby passing the supplementary budget for FY2010.
