Prime Minister Naoto Kan assembled administrative vice-ministers of the Cabinet Office and ministries to the Prime Minister's Office and gave them instructions.

The Prime Minister said, "I gathered you here to give instruction concerning the leakage of video footage showing the collision between Japan Coast Guard (JCG) Patrol Vessels and a Chinese Fishing Trawler, so that everyone will be thoroughly aware of the issue and make sure that this would never be repeated.
I believe that there are two major issues concerning this leakage. One is the slackening of discipline by civil servants, as the one who was directly responsible for this matter broke the rule and leaked information.
Another issue concerns whether or not our information management system is truly functioning in the current era of electronic information, since it was created at a time when information was largely paper-based or transmitted by telephone and spreading information to a large number of people at once was no easy matter.
From these two perspectives, I would like to have this issue thoroughly discussed in each bureau and division with a view to understanding why this was allowed to happen, and identifying necessary responses to be implemented in each respective area of responsibility."
