Prime Minister Naoto Kan held the first meeting of the Council on the Realization of the New Growth Strategy at the Prime Minister's Office.

The Council on the Realization of the New Growth Strategy has been established to promote and accelerate the realization of the New Growth Strategy (Cabinet decision on June 18, 2010).

The Prime Minister said in his opening address, "By boldly realizing the New Growth Strategy, I am confident that Japan can achieve new economic growth centered on employment, against the backdrop of strengthened corporate competitiveness and creation of new industries.
The New Growth Strategy sets out 7 strategic areas and 21 national strategic projects, in order for Japan to become a global model by bringing about the world's leading low-carbon society and society of health and longevity. The word 'realization' has been included in the name of this council with a conviction that we must bring about what is laid out here by all means, instead of stopping at the formulation, which was the case in a number of growth strategies of the past.
This is truly an all-Japan initiative. As it will involve the business community, labor organizations, academics, and the Governor of the Bank of Japan, I do not think it is an overstatement to say that what cannot be done here cannot be done anywhere. I would like the Council to act as a powerful engine to break through the stagnation that Japan has been experiencing for the past 20 years."
