Prime Minister Naoto Kan held the second meeting of the Headquarters for the Promotion of Child and Youth Support at the Prime Minister's Office, and decided on the "Child and Youth Vision."

At the start of the meeting, the Prime Minister said in his address, "I perceive the 'Child and Youth Vision' as being a vision for us to join hands with the younger generations, who shoulder the future, to address difficulties they are facing. Each and every individual should have a link within the society, which they can rely on to consult at times of difficulty. I think it is also extremely important to create such relationships."
