Prime Minister Naoto Kan assembled permanent vice-ministers of the Cabinet Office and ministries to the Prime Minister's Office and gave them instructions.

Prime Minister Kan said, "I believe the sound combination of those who support the country as civil servants and those who support it as politicians achieving an appropriate division of labor will make Japanese politics and administration stronger and steadier. From this perspective, I sincerely ask for your further cooperation and effort."
