At the meeting, discussions took place on the shape of consumer policy after the establishment of an Agency for Consumer Affairs, assistance to improve regional consumer policies, and an outline of bills to establish an Agency for Consumer Affairs, among other matters. In his opening address, Prime Minister Fukuda said, "Since the Council was established in February of this year, the Council members have been conducting discussions with great enthusiasm, which has resulted in a solid proposal. Without fail, we will need to -- and soon we will -- make a Cabinet decision on the proposal, make it a Government policy, and implement it accordingly."
