Prime Minister Yasuo Fukuda held the 15th meeting of the Headquarters for the Promotion of Measures to Prevent Drug Abuse at the Prime Minister's Office.

Although a certain measure of results has stemmed from strategies implemented over the past decade, the severe drug abuse situation still prevails in Japan. At the meeting, discussions took place, against this backdrop, on Emergency Measures to Interdict Drug Smuggling at the Border and the Third Five-Year Drug Abuse Prevention Strategy. The Third Five-Year Drug Abuse Prevention Strategy was then decided upon at the meeting.

The points outlined in the Third Five-Year Drug Abuse Prevention Strategy are strengthening of coordination between administrative agencies and other organizations such as private sector groups in efforts to prevent relapse into drug abuse, among other activities; effective promotion of measures against organized crimes; and adequate countermeasures in response to illicit drug trafficking trends and other factors. The strategy thereby aims to promote comprehensive measures and eradicate drug abuse.

In his address, Prime Minister Fukuda said, "For the sake of the sound development of Japanese society, drug abuse should never be tolerated. I ask each Minister to put the new five-year strategy into action as an initiative of the entire Government, and to make your utmost efforts to attain results from your respective endeavors."
