At the Cabinet meeting on the morning of August 5, the senior vice-ministers of the reshuffled Fukuda Cabinet were decided.

Afterwards, Prime Minister Yasuo Fukuda attended the attestation ceremony at the Imperial Palace with the newly appointed senior vice-ministers who had assembled at the Prime Minister's Office. Prime Minister Fukuda and the senior vice-ministers thereafter returned to the Prime Minister's Office and attended a commemorative photograph session, which was also joined by Mr. Nobutaka Machimura, Chief Cabinet Secretary, and others. Prime Minister Fukuda then attended the first meeting of the senior vice-ministers.

In his address, Prime Minister Fukuda said, "It is my belief that both politics and the administration should be conducted in a way that takes the standpoint of the people. I would like all of you, who are playing a key role in the administration, to contemplate it and think about what the administration is for. We are living in an era of structural changes that are taking place both domestically and globally. As such, I would like to be sure that each one of you in your respective positions in the administration think about what actions need to be taken as we go forward."
