On August 1, Prime Minister Fukuda decided to reshuffle the Cabinet for the first time since the launch of his administration.

At an extraordinary Cabinet meeting in the afternoon, the resignations of the incumbent Cabinet members were collected. Subsequently, the list of the new Cabinet members was announced shortly after 7 p.m. by Mr. Nobutaka Machimura, who retained his post of Chief Cabinet Secretary.

In the evening, Prime Minister Fukuda held a press conference at the Prime Minister's Office, during which he explained future policies, saying, "It goes without saying that the Cabinet should address and work on medium- and long-term policy issues, but paying attention to the people's everyday lives and listening intently to pained and anxious voices are also the basis of politics from the public's viewpoint. In order to continue to strongly promote the people-oriented political and administrative reforms, along with other purposes, the new Cabinet lineup is primarily geared to realize policies that lead to perceptible improvements in the living conditions of the people. The mission of this Cabinet is to realize and carry out policies."

On the following morning, August 2, the attestation ceremony of the Ministers of State was held at the Imperial Palace, which marked the official inauguration of the reshuffled Fukuda Cabinet. After that, Prime Minister Fukuda returned to the Prime Minister's Office, where he gave letters of assignment to positions to the new ministers, held the first meeting of the new Cabinet, and attended the commemorative photograph session.
