Prime Minister Yasuo Fukuda left Berlin, Germany and arrived in London, the capital of the United Kingdom of Great Britain and Northern Ireland, the second destination of his tour. Following their arrival, Prime Minister and Mrs. Fukuda received a welcome from Mr. Gordon Brown, Prime Minister of the United Kingdom, and Mrs. Brown at the front of the Prime Minister's Office. The two leaders thereafter held a meeting.

At the meeting, which covered the world economy and food issues, the two leaders agreed that the international community should unite its efforts to address price hikes on crude oil and primary products as an urgent issue, calling for dialogue between producing and consuming nations, and that it will be important for major countries to send a unified message on this issue during the G8 Hokkaido Toyako Summit in July.

On the climate change issue, the two leaders agreed to send a proactive message again at the upcoming G8 Summit, following the agreement reached at the G8 Heiligendamm Summit in 2007. Prime Minister Brown urged Japan to introduce an emissions trading system to globalize the carbon market, to which Prime Minister Fukuda responded by saying, "We are giving consideration from a broad perspective."

The two leaders also exchanged opinions on the reform of the United Nations Security Council and the results of the 4th Tokyo International Conference on African Development (TICAD IV), among other topics.
