Prime Minister Yasuo Fukuda received a 1st round of advice entitled, "Establishing Local Governments from the Perspective of the People," from Mr. Uichiro Niwa, the Chair of the Decentralization Reform Committee, at the Prime Minister's Office.
The advice covered a basic approach to the roles to be played by the central and local governments, fundamental reform of important administrative segments, transfer of power to and expansion of freedom for the basic local governments, reallocation of revenue sources earmarked for roads to the revenues used for general purposes, consolidation of consumer administration, and issues to be debated with a view to a 2nd round of advice.
