Prime Minister Yasuo Fukuda held the 3rd meeting of the National Commission on Social Security at the Prime Minister's Official Residence.

In his address, Prime Minister Fukuda said of his impressions of his visits to facilities for social security on April 14 and 16, "I observed two facilities for social security this week, including Job Cafe in Chiba Prefecture, which I visited today. We must promptly consider measures for schools, local communities, and business circles together to support people in a consistent manner, so that they not only can get jobs but also put down roots in workplaces. I would like the members of the Commission to discuss measures to improve the working conditions of non-regular employees, the number of which has recently been on the rise, to support their efforts for skill development, and to expand the eligibility of social insurance, in order for everyone to work with a sense of hope for the future. Another facility that I visited is the National Center for Child Health and Development. The shortage of doctors, and obstetricians and pediatricians in particular, is becoming a serious problem. I would also like each and every member to consider ways to secure human resources who sustain the local services for medical and nursing care, and to build an efficient system, so as to meet the people's expectations."

Of the items on the agenda for mid-term discussion at the Commission, Prime Minister Fukuda said, "Each of the sub-committees of this Commission is presenting concrete requests for improvement, including those related to policies aimed at counteracting the decreasing birthrate, while the Commission is discussing basic, mid-term policies. What we need to do is to pay sincere attention to the pressing voices of mothers, or users of service, not to the logic of bureaucracy. I would like to ask the members to see to it that people's requests are grasped through such means as homepages, and that we make necessary improvements immediately. I would like to hear your thoughts on ways to see these endeavors through."
