Prime Minister Yasuo Fukuda held a press conference at the Prime Minister's Official Residence, and announced the following new proposals on the road-related bill and the taxation system.
Proposals on the Road-related Bill and the Taxation System:
1. Enact the bill on the taxation system for FY2008 within this fiscal year to avoid disrupting the regional finances and lives of the people.
2. Thoroughly eliminate wasteful spending associated with the road-related public interest corporations and the special account for road development.
3. Abolish the system of earmarking revenue sources when conducting a fundamental reform of the taxation system this year, reallocating them to the revenues used for general purposes from FY2009.
4. Reconsider tax rates, including those for the provisional taxes, taking into account the global efforts on the environment, the need to build roads in the local regions, and the severe fiscal situation prevailing both at the central government and regional government levels.
5. Reformulate a new medium-term road development plan, compressing it into a five-year period.
6. Strictly reflect the new road development plan in the implementation of the road budget plan for FY2008. Discuss with the Democratic Party of Japan (DJP) if they have any realistic proposals on the use of the revenues reallocated for general purposes for FY2008.
7. Establish a policy consultation meeting between the ruling and opposition parties to discuss and decide on the use of the revenues reallocated for general purposes, the road development plan, and other outstanding issues.
