Prime Minister Yasuo Fukuda attended the Gathering for the Disabled Person's Week honored by the presence of His Imperial Highness The Crown Prince, which was held to commemorate the mid-year of the Asian and Pacific Decade of Disabled Persons (2003-2012).
In his address, Prime Minister Fukuda said, "Measures for persons with disabilities must be enhanced while cherishing the spirit of 'compassion for others.' The government is in the process of formulating a new five-year plan based on the Basic Plan for Persons with Disabilities, to be completed within this year. Also, we will work to develop domestic laws toward the ratification of the Convention on the Rights of Persons with Disabilities, which Japan signed in September this year."
Then, the Prime Minister conferred awards for contributors to the welfare of disabled persons and awarded grand-prizes for the two entries: "Composition to Share Experiences to Expand the Circle of Nice Hearts" and "Disabled Person's Week Poster."
