The NPA has recommended that the Diet and the Cabinet reduce the monthly remuneration, and the End-of-Term and Diligence Allowance (bonus) of national public servants in regular service positions for 2009 by 0.22% and 0.35 months, respectively. This was the first time in six years that cuts to both monthly remuneration and bonus have been recommended, which reflects the dip in the remuneration level in the private sector following the economic downturn.
The NPA has also indicated its intention to consider raising the retirement age of civil servants, which is currently set at 60, gradually up to 65 starting in fiscal 2013, in accordance with the increase in the age at which citizens are eligible to receive national pension benefits. The NPA will request the revision of the National Public Service Act and other laws next year so that the increase in the retirement age will start in fiscal 2013.
