As the two Houses made differing decisions on the law -- with the House of Representatives passing the law during its plenary session on January 13 and the House of Councillors rejecting it during its plenary session on the morning of March 4 that preceded the plenary session of the House of Representatives of the day -- the law was immediately sent back to the House of Representatives. With a more than two-thirds majority in favor of the law as a result of an overriding vote, which took place during the plenary session of the House of Representatives, the law was enacted in accordance with the stipulation of the second paragraph of Article 59 of the Constitution.
