On November 21 (local time), Prime Minister Taro Aso arrived in Lima, the capital of the Republic of Peru, to attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting.

After his arrival, Prime Minister Aso held talks with Mr. Nguyen Minh Triet, President of the Socialist Republic of Vietnam. At the meeting, the leaders concurred on continuing their efforts to strengthen and expand the bilateral relationship in order to construct the strategic partnership that was agreed upon at the summit level in 2006. They also shared the view, based on the broad agreement reached in the negotiation of the Japan-Vietnam Economic Partnership Agreement in September of this year, to continue their cooperation so that the two nations can sign the Agreement at the soonest possible date. In addition, the Prime Minister and the President discussed the issue of the global economic crisis and a resolution on the situation of human rights in North Korea.

Prime Minister Aso then received a welcome from Mr. Alan Garcia Perez, President of the Republic of Peru, and held talks with him. At the meeting, the leaders exchanged views on the bilateral relationship in areas such as the economy and economic cooperation, and on global issues including the environment and climate change. At the beginning of their meeting, the Prime Minister asked President Garcia about the blue ribbon badge -- a symbol of the people's wish for the resolution of the abductions issue -- that the President wore. The President explained that he obtained the badge from Mr. Jose Antonio Garcia Belaunde, Minister of Foreign Relations of Peru, who obtained it from Mr. Hirofumi Nakasone, Minister for Foreign Affairs of Japan. President Garcia explained that he wears the badge to express his sense of solidarity with the abductees. After the meeting, the leaders signed an agreement and held a joint press conference.
