Intensive discussions among leaders at the 33rd G8 Summit in Heiligendamm got underway.
Prime Minister Shinzo Abe proposed Japan's strategy, entitled "Cool Earth 50," to the G8 leaders, presenting the goal of halving global greenhouse gas emissions by 2050 through the participation of major emitters. In response, the G8 leaders agreed to consider seriously the decisions in setting a global target for emissions reduction made by the European Union (EU), Canada and Japan, including the goal of reducing global greenhouse gas emissions by half or more by 2050 through a process that involves all major emitters. In addition, the leaders discussed international situations, including the nuclear issues of North Korea and Iran. They also deliberated on world economic growth and the promotion of innovation, and issued the Summit Declaration "Growth and Responsibility in the World Economy." In between the morning and afternoon sessions, the G8 leaders met with the participants to the Junior 8 (J8) Summit, composed of junior and senior high school students from the G8 countries and developing countries who have been discussing global issues. The leaders and J8 delegates exchanged opinions on emerging issues of the world economy, climate change and other issues on the G8 agenda. In the evening, Prime Minister Abe held a meeting with Mr. Vladimir Vladimirovich Putin, the President of the Russian Federation. At the meeting, the two leaders shared their view that the Japan-Russia Action Plan compiled in 2003 has shown steady progress in a number of areas. Prime Minister Abe said, "In order to achieve resolution of the ultimate issue that our countries must deal with, we must not postpone our discussion of the territorial issue, but rather advance our negotiations." In response, President Putin said, "It is my intention to eliminate all obstacles in our bilateral relations. To this end I will instruct people concerned once again to promote the process of peace treaty negotiations without allowing stagnation." The leaders thus agreed to strive toward advancing the peace treaty negotiations for the resolution of the territorial issue. The two leaders also discussed the development of youth exchanges between the two countries and issues in areas such as fishery.
