1st Meeting of the Council on Reconstruction of
a Legal Basis for Security

Prime Minister Shinzo Abe attended the 1st meeting of the Council on Reconstruction of a Legal Basis for Security at the Prime Minister's Official Residence.
The Council is held under the leadership of the Prime Minister, in recognition of the need to reconstruct a legal basis for security that befits the current situations and proves feasible at a time of major changes faced by Japan's security environment. The Council thus aims at examining and studying on the basis of typified, individual, specific cases how to organize the relationship between Japan's security policy and the Constitution, including the issue of the right of collective self-defense.
At the beginning, Prime Minister Abe presented his recognition by laying out typified, individual, specific cases, as he said, "Despite the end of the Cold War, Japan is facing an increasingly harsh security environment, which can be attributed to issues such as North Korea's nuclear development and ballistic missiles, international terrorism, and regional conflicts that break out throughout the world. To respond to these situations, I as the Prime Minister of Japan assume responsibility for constructing a more feasible security system. In addition, without world peace and stability, there can be no peace and stability for Japan, which clearly explains why Japan needs to engage more energetically in international peace-keeping activities such as the United Nations Peacekeeping Operations." Prime Minister Abe furthermore said, "I hope to see unrestrained exchanges of opinions among the experts gathered here so that the Council can give proposals on the optimal direction to protect the safety of our people"
