Prime Minister Delivers Address to New Civil Servants

Prime Minister Shinzo Abe attended the ceremony held in Tokyo inaugurating the joint training for new civil servants, who will become the core personnel in administrative management in the future, and delivered an address to them.

Prime Minister Abe said, "So long the state exists, national civil servants will continue to fulfill their principal responsibilities in ensuring the safety, security, and stability of people's lives and administrating the state. At the same time, each one of you is expected to create a new image of the national civil servant." Then, Prime Minister Abe said, referring to the depiction of civil servants of the pre-modern Shogunate era in Ryotaro Shiba's novel "Yoni Sumu Hibi" (Days of the worldly life), "Set in the final years of the Shogunate rule struggling with institutional fatigue, the story portrays yakunin, or civil servants, of that time who neglect to take responsibility, burying themselves in the organization and postponing the resolution of problems by avoiding making decisions. These kinds of behaviors are just the opposite of the new image of the civil servant that you are going to create." Prime Minister Abe further urged them to "always remember to see things from the perspective of the people and listen humbly to their voices in your role as a servant of the entire people of Japan."

Finally, Prime Minister Abe offered encouragement to the new civil servants, saying, "I strongly expect to see your participation as a promising force in our endeavors to create 'a beautiful country, Japan.'"
