3rd Meeting of the Education Rebuilding Council
Wednesday, November 29, 2006
Prime Minister Shinzo Abe held the 3rd meeting of the Education Rebuilding Council at the Prime Minister's Official Residence.
At the meeting, the intellectuals who serve on the Council presented their Urgent Recommendations Regarding the Issue of Bullying, directed at educational officials and staff as well as the general public.
The introduction to the recommendations states: "Schools must be reassuring, safe and fun places for all children. For their guardians too, it is of greatest importance that the schools to which they entrust their dear children provide an environment that protects the children physically and mentally and send them home with smiling faces. The primary responsibility for preventing bullying in schools and for eliminating it quickly if it does occur lies with principals, vice-principals and teachers. In addition, all families and each community member must recognize bullying as an issue that concerns them and accept the responsibility of building an environment in which it will be resolved." The report then goes on to make eight recommendations for schools, teachers, boards of education, families and communities.
Addressing the meeting, Prime Minister Abe said, "I want schools, boards of education, families and local communities all to take the strongest measures that they can against bullying. The government also sincerely accepts the issues to be tackled and will take all the necessary actions to resolve them. In just under a month, we have already received over 1000 opinions from the public through the Education Rebuilding Hotline. I intend to listen sincerely to what the people have to say and reflect their opinions in government policy."
