(On the decision to hold the Tokyo Olympic Games without spectators at venues in Tokyo and three other prefectures and the Government’s response to realize safe and secure Games)

As I have been making clear all along, it is the Government’s duty to bring about the Games that are safe and secure.

I have also said that we will not hesitate to hold the Games with no spectators in attendance if the declaration of a state of emergency is issued.

In light of these, the state of emergency has been declared, and I understand that the course of action was determined in a five-member consultation involving the hosts of the Games, namely, the Tokyo Organising Committee of the Olympic and Paralympic Games and the Tokyo Metropolitan Government.

The Government intends to make all-out efforts to ensure safety and security, including border control measures.
