Press Conference by the Prime Minister regarding the Disposal of ALPS Treated Water

 (On the reason for the decision on discharging the treated water stored at TEPCO Fukushima Dai-ichi Nuclear Power Plant into the sea)

The disposal of Advanced Liquid Processing System (ALPS) treated water is an unavoidable issue that needs to be resolved to make progress in the decommissioning of Fukushima Dai-ichi Nuclear Power Plant and achieve the reconstruction of Fukushima. For this reason, based on more than six years of study by experts and assessment by international organizations, along with explanations provided to the parties concerned, we have decided that discharging the treated water into the sea was the realistic option and compiled the Basic Policy. From now on, we will proceed with preparation work and begin the discharge into the sea in around two years. We will go forward ensuring the safety by reducing the tritium concentration to one-fortieth or less of the domestic regulatory standard value. We must not allow the adverse impacts on reputation to lose hopes of local people for reconstruction. The government as a whole will make utmost efforts to provide information based on scientific evidence, among other things.

 (On the understanding of the parties concerned)

As I have just mentioned, we should first note the fact that the number of storage tanks is increasing and that the storage site is about to reach full capacity. Under such circumstances, this is a challenge we must face to make progress in the decommissioning of Fukushima Dai-ichi Nuclear Power Plant and achieve the reconstruction of Fukushima. In this context, up until today, experts have studied the issue for more than six years to date and we have given explanation to local peoples about our policy direction. We have made the decision because we should no longer leave the issue unresolved. As I mentioned earlier, toward the planned discharging the treated water into the sea in around two years, the entire government will give thorough explanations and carry out the task responsibly.

 (On whether the discharging the treated water into the sea contradicts the statement made by former Prime Minister Abe who invited the Olympic Games to Tokyo on the basis that the situation at the nuclear power plant was under control)

As I mentioned just now, we will ensure that the tritium concentration will be reduced to one-fortieth of the domestic regulatory standards standard value. This is also recognized by the International Atomic Energy Agency (IAEA). Thus, I don’t think there is any contradiction at all.

I would like to give thorough explanations on various occasions. Minister KAJIYAMA is going to visit the local region to give explanations today, but the entire Cabinet will work responsibly.
