[Provisional Translation]

On September 2, 2021, the Prime Minister held the sixth Expert Panel on Climate Change at the Prime Minister’s Office.

At the meeting, the participants engaged in discussions on the compilation of a report and other matters.

Following the discussion, the Prime Minister said,

“Today we held discussions toward the compilation of a report in the time to come.

Extreme weather events, such as torrential rains and forest fires, have been occurring around the world. According to a UN report published last month, it is unequivocal that human activities have caused global warming. The report also notes that limiting rising temperatures on Earth by achieving net-zero emissions will curb an increase in frequency of extreme weather events.

We can change our future through our efforts, which could also serve as a driving force for robust growth of Japan’s economy. By sharing such hopes within the entire society, we must proceed with measures against climate change.

I ask you to draw up an outline that Japan should put forward toward an international conference slated for this autumn. I also request you to present measures to engage all entities in our society.

There remain a heap of challenges to overcome at home and abroad to realize a green society. We intend to fully mobilize all possible policy tools, including carbon pricing, continue to take on new challenges, and lead global discussions, without softening our reform stance thus far or slowing down the speed of transformation. Thank you.”
