On September 2, 2021, the Prime Minister attended the 13th meeting of the Committee on the Growth Strategy at the Prime Minister’s Office.

At the meeting, the participants engaged in discussions on a draft agenda on a growth strategy toward autumn.

Following the discussion, the Prime Minister said,
 
 “A robust growth strategy is needed to create a strong economy.
 
We will begin with promoting investments and innovation and create industries that can win the intense global competition, in order to generate a driving force for future growth. We will promote ambidexterity that involves not only the exploitation of existing businesses, but also the exploration of new businesses, thereby creating new added value. While there are many industries that have increased their profits despite the novel coronavirus disease (COVID-19) pandemic, we will offer those seriously affected firm support for their business continuity and restructuring. In addition, we will fully protect non-regular employees and freelance workers.
 
To this end, we will firstly make new investments in the green field. We will promote domestic production of storage batteries and establish charging facilities toward the goal of achieving 100 percent of new vehicles sold to be electric by 2035.
 
Secondly, we will overcome the declining birthrate and strengthen investments in human resources. We will aim to establish a law to protect freelance workers and reform systems so that they can obtain the industrial accident compensation insurance, as well as create a framework to enable non-regular workers to smoothly switch to workplaces with many job opportunities.
 
Thirdly, we will work on inviting advanced semiconductor factories, among other measures, from the perspective of economic security.
 
Fourthly, we will review the mechanism for listing to foster startups and expand their business size.
 
Fifthly, we will embark on legislation to facilitate voluntary liquidation to support the business restructuring of companies.
 
I ask you to advance discussions to specify these challenges in this Committee for Growth Strategy toward autumn.”
