[Provisional Translation]

On August 3, 2021, the Prime Minister held the fifth Expert Panel on Climate Change at the Prime Minister’s Office.

The meeting was held to hear opinions from the industrial circles.

Following the discussion, the Prime Minister said:

"Today, we have received valuable comments on climate change countermeasures from people in the industrial circles. Thank you very much.

I took note of specific efforts each company is making to decarbonize our society, regardless of the industry where it operates. Those efforts include initiatives toward technological innovation, such as steelmaking using CO2-free hydrogen and the production of fuel ammonia using Japan's proprietary technology, as well as corporate efforts to decarbonize through energy conservation and the introduction of renewable energy.

I am convinced that Japan can achieve robust economic growth through enhanced awareness of climate change as a pressing issue, combined with the promotion of greening initiatives across a wide range of the economy and society, leading to new investments and innovations.

Setting the realization of a green society as one of the driving forces for building a strong Japanese economy, we will boldly focus on issues concerning the budget and taxation system while promoting drastic regulatory reform and mobilizing all possible measures.

With regard to carbon-pricing, we will not hesitate to take action as long as it contributes to growth, so that it will lead to enhanced industrial competitiveness and innovation.

Discussions on the budget formulation and tax reform for the next fiscal year are set to begin. I hope that each Minister will exercise his/her leadership to materialize and accelerate the implementation of necessary measures.

Thank you very much for your time today.”
