[Provisional Translation]

On July 16, 2021, the Prime Minister held the 19th meeting of the Headquarters for the Promotion of the Tokyo Olympic and Paralympic Games at the Prime Minister’s Office.

At the meeting, there was a report on the situation regarding measures taken by the Government as the Tokyo Olympic and Paralympic Games are approaching as well as the progress in discussions and promotion of security measures in the Games.

Based on the report at the meeting, the Prime Minister said,

“The opening of the Tokyo Olympic Games is only one week away. As the Games will be held under the declaration of a state of emergency, we will thoroughly implement infection control measures and realize safe and secure Games, in order to protect the lives and health of the people.

First of all, the Government will make all-out efforts in border control measures. I visited Narita Airport yesterday to inspect its quarantine on the front line, checked the routes that those involved in the Games will actually take, and gave instructions on full implementation of countermeasures once again.

We will be thorough in conducting testing and behavioral management of those entering Japan from overseas among athletes and other people engaged in the Games and take every possible step in collaboration with the Tokyo Organising Committee of the Olympic and Paralympic Games and the Tokyo Metropolitan Government.

In addition to measures against infection, we will also strictly carry out security measures, among others.

I visited the police station at the airport yesterday to check their response toward the Games, including security.

In the lead-up to the Games, I ask for, for example, the promotion of teleworking and the reduction in traffic volume in Tokyo with traffic controls and other measures, alongside thorough enforcement of the ban on flying drones around the venues, measures against terrorism on railways, and cybersecurity measures by business operators.

I request each minister to address issues while maintaining a high level of vigilance to the end so as to bring about the Games that are safe and secure.”
