[Provisional Translation]

On July 5, 2021, the Prime Minister held the fourth Expert Panel on Climate Change at the Prime Minister’s Office.

At the meeting, the participants received a progress report on discussions on climate change countermeasures and discussed approaches to realizing a carbon-free society and other matters.

Following the discussion, the Prime Minister said,

“At the G7 Summit last month, I explained Japan’s strong determination to aim for the net-zero target, and G7 leaders agreed that they would unite to work toward achieving high goals and take the lead in worldwide efforts in decarbonization. In addition, the Basic Policy on Economic and Fiscal Management and Reform lists the realization of a green society as one of the pillars of the growth strategy. While taking on the global challenge of climate change by leading the international community in tackling the issue, we would like to translate such efforts into the driving force to build a strong Japanese economy.”

The progress in decarbonization initiatives in the time to come will bring about a huge transformation of the industrial structure, the economy, and society, and the public will also undergo major changes in their lives. In light of these circumstances, we need to organize approaches that will serve as a guide to how we proceed with decarbonization while gaining the understanding and cooperation of many people.

I ask the experts to further deepen discussions on creative ways to receive support from many more people, for example, through dialogue with environmentally-conscious youth as well as how we should contribute to decarbonization of the world, including developing countries, and compile opinions of this panel around autumn.

Then I will convey Japan’s concrete actions toward the decarbonization of the world in the coming G20 Summit (Summit on Financial Markets and the World Economy) and the subsequent COP26 (26th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change) so that Japan would take leadership in global discussions. Thank you very much.”
