[Provisional Translation]

On June 2, 2021, the Prime Minister held the 11th meeting of the Committee on the Growth Strategy at the Prime Minister’s Office.

At the meeting, the participants engaged in discussions on the draft action plan for the growth strategy.

Following the discussion, the Prime Minister said,

“Today, we compiled the action plan for the growth strategy. The basic philosophy on the growth strategy is to improve productivity, distribute the fruits in the form of wages, raise the labor’s share, expand consumption, and achieve a powerful growth.

The first among concrete measures is to realize the Green Growth Strategy. We will take time-limited measures to promote investments in 14 sectors, including offshore wind power generation, hydrogen, automobile and battery, and houses and building, and facilitate their adoption.

The second is to strengthen investments in human resources. We will deliberate on the legislation aimed at creating an environment where freelance workers can work with a sense of security.

The third is digital policies from the viewpoint of economic security. We will offer assistance for the development of cutting-edge semiconductors and locational support as well as advance the decentralized installation of less power-consuming data centers.

The fourth is to provide assistance for startups. We will aim to introduce the scheme of special purpose acquisition companies (SPACs) to facilitate the listing of startups, premised on the protection of investors.

The fifth is to provide support for corporate restructuring and rehabilitation. While offering robust support for restructuring of small- and medium-sized enterprises (SMEs), we will hold discussions to increase convenience of voluntary liquidation from the legislative perspective.

Going forward, the Government plans to finalize this draft action plan in the middle of this month.

I would like to express my sincere appreciation to members of the Committee for your vigorous discussions toward achieving the growth of this country since October last year.”
