[Provisional Translation]

On May 24, 2021, the Prime Minister held the third Expert Panel on Climate Change at the Prime Minister’s Office.

At the meeting, the participants engaged in discussions on the long-term strategy as a growth strategy based on the Plan for Global Warming Countermeasures and the Paris Agreement on Climate Change, the Strategic Energy Plan, and other matters.

Following the discussion, the Prime Minister said,

“At the Leaders Summit on Climate held on the 22nd last month, we announced that Japan aims to reduce its emissions by 46 percent in fiscal year 2030.

The Strategic Energy Plan and the Plan for Global Warming Countermeasures discussed today set out the energy ratio in fiscal year 2030 and concrete measures toward achieving targets in each area.

Based on the opinions of the experts, we will proceed with all possible measures in every field, including thorough energy conservation, maximum adoption of renewable energy and other sources, and decarbonization of the public sector and local communities. In doing so, we will strive in the challenge to aim at the goal of cutting emissions by 50 percent.

Our goal of net-zero by 2050 lies beyond. The long-term strategy outlines our course of action toward the long-term targets for 2050, including visions for industries and local communities in the future, and we will continue to make unremitting efforts.

The G7 Summit is scheduled to be held in mid-June in the United Kingdom. Japan will express its strong determination to endeavor to achieve the targets, leveraging its advanced technologies. We will further strengthen the unity of the G7 toward global decarbonization, keeping subsequent discussions with developing countries in mind. We would like to take the opportunity to demonstrate Japan’s leadership and hold relevant discussions on specific measures to this end.

I extend my appreciation to the experts for your recommendations today.”
