On January 19, 2021, the Prime Minister held an exchange of views with the Governors of seven prefectures on the response to the novel coronavirus disease, at the Prime Minister’s Office.

The Prime Minister said in his opening address,

“All the Governors here are dedicating themselves every day to fighting against the novel coronavirus. I extend my profound respect to all of you. To prevent the further spread of infections, it is essential for the national and local governments to collaborate with one another. Today, from the standpoint of making an appeal to the citizens by speaking in one voice, we hold this exchange of views.

The measures that we recently announced aim to take thoroughgoing responses in the areas that are deemed effective based on our experience so far. There is a reality that those under the age of 30 spread infections without noticing it. I would like to ask your efforts in addressing this situation.

It is also important to uphold the capacity of medical systems. We need a broader range of medical institutions to accept patients. In addition to the assistance of up to 19.5 million yen per bed to be provided by the Government, recently, I asked the relevant medical organizations for their cooperation. I would like to ask each Governor to cooperate with medical organizations in your prefecture and continue your efforts.

In order to protect employment and businesses, the Government provides Employment Adjustment Subsidies and liquidity support. Along with cooperation money to dining and drinking establishments that have shortened their operating hours, we will also provide a lump-sum payment to vendors for said establishments and other small- and medium-sized enterprises.

We have established a liaison meeting between the national government and the local governments subject to the declaration of the state of emergency. Through the discussions at these meetings, we intend for prefectural governments to implement measures based on the circumstances in their respective areas and the Government to provide them with the necessary support to the maximum extent. I ask you all to provide your candid views today. Thank you.”
