On November 10, 2020, the Prime Minister attended the fourth meeting of the Working Group to Fundamentally Improve the My Number Social Security and Tax Number System and the Digital Infrastructure of National and Local Governments, at the Prime Minister’s Office.
 
At the meeting, the participants held discussions on fundamentally improving the convenience of My Number Cards, the registration of bank accounts for receiving public monies, and the digitalization of driving licenses.
 
Following the discussion, the Prime Minister said,
 
“From the view of citizens, it should be natural that all government procedures can be completed without visiting respective government offices. In order to realize such a natural thing, the Suga administration is tackling digitalization in the public and private sectors, and the establishment of an agency in charge of digital transformation as the control tower to lead such efforts.
 
This Working Group complied in June a list of 33 challenges that the Government needs to address towards its digitalization and is proceeding with deliberations to agree on a way forward at the end of this year.
 
Today, we discussed a built-in My Number Card function on smartphones. I believe that is an extremely important issue for making My Number Cards more convenient to use. In addition, if we allow banks to directly inquire and confirm information with the Japan Agency for Local Authority Information Systems (J-LIS), which manages postal address information, with the consent of the users, then the users will no longer have to send an address-change notice to their banks after moving. Regarding these measures, I ask you to aim at amending the relevant law during the forthcoming ordinary Diet session and advance preparation to bring them about during FY2022.
 
Furthermore, installing drivers’ license information on the My Number Card IC chip and integrating the two will offer benefits such as allowing users to submit relevant documents and take a compulsory lecture online when renewing their license. I ask Minister Okonogi to take the lead in conducting reviews in order to realize this ahead of the current schedule of 2026 as early as possible.
 
What is important right now is adapting to the speed of change. Regarding the 33 challenges, we will complete the necessary digital transformation in the next five years, by the end of FY2025. I ask you to accelerate reviews in order to deliver results to the people, starting from what can be done immediately.”
