The Council for the Implementation of Education Rebuilding
July 20, 2020
[Provisional Translation]
On July 20, 2020, the Prime Minister held the 46th meeting of the Council for the Implementation of Education Rebuilding at the Prime Minister’s Office.
The Prime Minister said in his address,
“Until now, the Government has been advancing nationwide efforts to implement measures so as to prevent the spread of the novel coronavirus disease (COVID-19). Against this backdrop, those working on the ground, including teachers and staff working tirelessly implementing various initiatives in classrooms as well as local governments and private education businesses, I believe, have experienced great challenges. Amidst such difficulty, they have worked very hard for the children. I would like to express my appreciation once again for the tireless efforts of everyone involved.
There must not be any delay in children’s learning, or disparities between districts and between schools, due to the impact of COVID-19. We must balance our responses to COVID-19 and sound education for children, and ensure their education, leaving no child behind, by exerting every effort.
We must establish an education system that ensures education for all children, regardless of what events may occur in the future, including such outbreaks of infectious diseases.
It is also necessary to advance reviews on new forms of education in the ‘post-corona’ era, such as introducing distance learning in a full-fledged manner or making higher education more global, and other issues, including autumn enrollment, that our society must work on as a whole, not just the education sector.
In closing, I would like to ask the members of this Council to engage in intensive discussions, and at the same time, follow-ups on the proposals made to date, towards the resolution of the new issues that have come to light under this situation, which could truly be described as a national crisis. Thank you.”
