On November 21, 2019, Prime Minister Shinzo Abe attended the farewell reception for the 2nd Coast Guard Global Summit held in Tokyo.
 
In his address, the Prime Minister said,
 
“I am very pleased that we can hold this second meeting, on a much larger scale than the first one, in Japan with the participation of the heads of Coast Guards and so many people from relevant organizations from all over the world.
 
The ocean is the foundation of the prosperity of humankind, bringing abundant wealth to every corner of the land, by connecting countries as a place of trade and exchanges since ancient times. It is our common interest to maintain a free and open order based on the rule of law in the ocean. Recently, we are seeing rapidly changing international situations where the intensification of natural disasters caused by climate change, terrorism and extremism become a global threat. These global-scale changes have also been bringing significant impacts to our beautiful, bountiful seas.
 
This summit is very meaningful, I believe, in a sense that the world’s Coast Guards confirm to address these issues, thoroughly coordinating with each other. I am curtain that we are able to sail over even the stormiest of seas with your strong leadership as the heads of the Coast Guards and unwavering conviction to protect the peaceful and bountiful seas.
 
Japan welcomed the new era of Reiwa this May with the enthronement of His Majesty the Emperor. The name of this era, Reiwa, is taken from the Manyoshu, the collection of 32 poems on plum blossoms, which is Japan’s oldest poetry anthology. The symbol of the Japan Coast Guard is the plum blossom. Plum trees endure the cold of harsh winters and beautifully bloom earlier than a hundred other flowers, releasing a fragrant aroma and bearing fruits, while always being an indispensable part of people’s lives. You are tenaciously protecting the safety of the seas at the risk of your lives under ceaseless tensions. I do think that there is something in common between you and plum blossoms.
 
I would like to close my remarks with my high hope that you will pioneer a new era where the cooperation among the Coast Guards is solidified and leads to a beautiful and bountiful sea. Thank you.”
