On July 22, 2019, Prime Minister Shinzo Abe attended a ministerial meeting on the heavy rain resulting from Typhoon No. 5, at the Prime Minister’s Office.
 
Based on the discussion, the Prime Minister said,
 
“Due to the impacts of Typhoon No. 5* and the seasonal rain front, there has been record-breaking precipitation centered on western Japan. In particular, heavy rain emergency warnings have been issued the day before yesterday in the Goto Islands and Tsushima Island of Nagasaki Prefecture. Several citizens are missing or injured and several houses are damaged.
 
I would like to extend my heartfelt sympathies to everyone who has been affected by this.
 
The Government is making all the necessary preparations in its initial responses, including providing information promptly to the public and striving to identify the damages as quickly as possible, among other measures. I ask the respective ministries and agencies to continue to disseminate information that is easy to understand and identify the damages, with the Government working as one and exerting every effort to implement the necessary measures.
 
While the typhoon subsided into an extratropical cyclone last night, there remain several areas experiencing torrential rains even today. In western Japan, coupled with the record-breaking precipitation from the end of June, the soil may have loosened in places.   
 
To that end, we will swiftly dispatch government study teams to the relevant prefectures and cooperate closely with the local governments to prepare for future disasters.
 
I would like to ask the public to pay full attention to the information issued by local governments and other authorities, including being mindful of evacuating early without letting your guard down at any moment.”
