National Resilience Promotion Headquarters

On June 11, 2019, Prime Minister Shinzo Abe held the tenth meeting of the National Resilience Promotion Headquarters at the Prime Minister’s Office.
At the meeting, a discussion was held about the 2019 annual plans for promoting national resilience.
Based on the discussion, the Prime Minister said,
“We will create a country that possesses strength and resilience, not giving in to disasters. As disasters have been intensifying in recent years, we must further accelerate and deepen our efforts to promote national resilience, which protects the lives and property of the people.
In December last year, we revised the Fundamental Plan for National Resilience and finalized the three-year emergency response plan for disaster prevention, disaster mitigation, and building national resilience, based on our experiences and lessons learned up to this point, as well as latest knowledge in these areas, including the findings of the overall inspection of infrastructure.
Today, we finalized the annual plan taking into consideration these plans. We include in this annual plan new measures to support disaster prevention and mitigation efforts by small and medium enterprises and promote the removal of utility poles, in addition to our key initiatives such as the development of embankments and anti-seismic reinforcement of housing. In addition, this plan requests us to follow up on the three-year emergency response plan and advance our efforts to build national resilience steadily even further.
I ask the relevant Ministers to exert every effort to create a disaster-proof nation, in which everyone can live with peace of mind, based on this plan, working closely with local governments and the private sector to obtain the understanding of the people.”
