On June 6, 2019, Prime Minister Shinzo Abe attended the 46th meeting of the Council for Promotion of Regulatory Reform at the Prime Minister’s Office.
 
At the meeting, the Fifth Report by the Council for Promotion of Regulatory Reform was finalized and approved.
 
After receiving the report from Ms. Hiroko Ota, Chairperson of the Council, the Prime Minister said,
 
“I express my sincere appreciation for your work to compile the report, which is the fifth one of this Council.
 
With this report, the Council has made bold proposals in a range of areas: the improvement of the quality of education with digital technology at all primary, junior high, and high schools; the further implementation of work style reforms, such as the review of calculating work hours to encourage multiple jobs and side jobs and the implementation of institutional reforms that allows workers to take nursing care leave flexibly; the review of local bank investment regulations related to businesses that contribute to reviving local economies, aiming at regional revitalization; and the implementation of regulatory reforms to reduce barn costs.
 
Based on this report, the Government will swiftly prepare an implementation plan for regulatory reforms and accelerate its efforts to materialize them.
 
Regulatory reforms are a pillar of the Growth Strategy of the Abe administration. Over the past three years, with the help of the members of this Council, we have been advancing bold reforms in a broad array of areas.
 
Chairperson Ota, Acting Chairperson Kanemaru, and the members of this Council, I would like to express my gratitude to all of you for your tremendous efforts, once again. Thanks to your cooperation, we have been advancing a number of measures. At the same time, as Chairperson Ota mentioned, the speed of changes surrounding Japan is too fast and, with our timeframe, there are some concerns over the future of Japan amidst such dynamic changes. The Abe administration certainly shares such concern with the Chairperson and intends to implement these measures steadily with the recognition that speed is of the greatest essence. Thank you very much.”
