On May 29, 2019, Prime Minister Shinzo Abe held a Ministerial Council on the Safety of Children on Their Way to and from School at the Prime Minister’s Office.

At the meeting, a discussion was held on securing the safety of children on their way to and from school.

Based on the discussion, the Prime Minister said,

“The incident that took place in Kawasaki was extremely harrowing and I feel strong indignation over the fact that small children were victimized in this incident. I express my sincere condolences for those who lost their lives and wish for the early recovery of those injured.

We must ensure the safety of our children no matter what it takes.

Firstly, we must elucidate all the facts related to the incident through a thorough investigation and ensure information sharing among the relevant ministries and agencies. I ask you to share information among the relevant ministries and agencies, including those related to the injuries the children suffered in this incident, and utilize the information in safety measures.

Secondly, we must thoroughly secure the safety along the routes used for commuting. I ask you to review the spots where children gather while commuting to and from school once again and conduct intensive surveillance and patrols by police officers over these spots, closely collaborating with local efforts such as neighborhood watches by local residents.

Thirdly, we must ensure information sharing related to suspicions individuals and prompt responses to them. I ask you to implement relevant measures thoroughly to strengthen the arrangements for sharing information on suspicious individuals obtained by the police and schools so that we can utilize them to ensure the safety of all children.

I ask for all the relevant ministers to exercise your leadership so that the Government can work as one and implement measures swiftly.”
