[Provisional Translation]
On November 19 (local time), Prime Minister Shinzo Abe, who is visiting Lima in the Republic of Peru to attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting, attended an exchange with Peruvians of Japanese descent, and then visited the Japanese Peruvian Centennial Clinic.
In the afternoon, Prime Minister Abe attended a leaders’ meeting on the Trans-Pacific Partnership (TPP). Afterwards, the Prime Minister held a summit meeting with H.E. Mr. Juan Manuel Santos Calderón, President of the Republic of Colombia, and then was welcomed by H.E. Mr. Pedro Pablo Kuczynski, President of the Republic of Peru.
Later, the Prime Minister attended the APEC Business Advisory Council (ABAC) Dialogue with APEC Economic Leaders, after which he held a summit meeting with H.E. Mr. Vladimir Vladimirovich Putin, President of the Russian Federation.
After the Japan-Russia summit meeting, the Prime Minister said,
“I think that the two of us were able to confirm in detail the progress that has been made related to the cooperation plan with eight points, and that we had positive talks towards President Putin visiting Japan and us holding a meeting in Nagato City in December.
Today we of course discussed topics including the peace treaty issue. With regard to the peace treaty, this is something that we have not achieved even 70 years after WWII, so it is not an easy issue. We are now able to see the path towards resolving the issue of concluding a peace treaty, but we will need to move forward one step at a time to cross the obstacles in our path. We must make progress one step at a time. It is not easy to take a big step forward on this matter. I intend to move forward steadily, one step at a time.”
In addition, in response to questions from a journalist on the Japan-Russia smaller summit meeting, the Prime Minister said,
“I was able to have a candid, one-on-one exchange of views with President Putin on the peace treaty. I believe that, ultimately, we can only move forward on this issue based on the relationship of trust between the two of us. I think that it was significant that we were able to talk at length today.”
