Nuclear Energy Disaster Prevention Drill

Prime Minister Shinzo Abe conducted the FY2016 Nuclear Energy Disaster Prevention Drill at the Prime Minister's Office.
The drill was based on a scenario in which reactor coolant begins to leak at Tomari Nuclear Power Plant Unit 3, causing emergency reactor cooling devices to start water pumping. However, just after water pumping began, all emergency reactor cooling devices lost water pumping functionality.
The Prime Minister held a press conference related to his Declaration of a Nuclear Emergency Situation based on this scenario.
Later, relevant ministers gathered and a simulated Joint Meeting of the Nuclear Emergency Response Headquarters and Emergency Disaster Countermeasures Headquarters was held.
After Prime Minister Abe, who chairs the headquarters, gave a report on the Declaration of a Nuclear Emergency Situation, the Chairman of the Nuclear Regulation Authority reported an outline of the accident and the response situation; the Minister of State for Nuclear Emergency Preparedness reported on the resident evacuation situation; and the Minister of State for Disaster Management reported on the situation of the earthquake and tsunami disaster responses.
Following that, there were reports from the Governor of Hokkaido, the Mayor of Tomari Village, the Mayor of Kyowa Town, and the head of the Local Nuclear Emergency Response Headquarters on the resident evacuation situation.
After receiving the reports, the Prime Minister issued instructions to each minister and others. In addition, after receiving the Prime Minister’s instructions, there were statements from each relevant minister.
Lastly, the Government’s basic policy on emergency measures was decided, and the simulated meeting was concluded.
