Ministerial Council for the Further Consideration of the New National Stadium Construction Plan
August 28, 2015
[Provisional Translation]
Prime Minister Shinzo Abe attended the fourth meeting of the Ministerial Council for the Further Consideration of the New National Stadium Construction Plan at the Prime Minister’s Office.
During the meeting, discussion took place on further consideration of the New National Stadium construction plan.
Based on the discussion, the Prime Minister said,
“Led by this Ministerial Council, we have held intensive discussions on the New National Stadium while listening to the opinions of the public and athletes, and today, we have decided on a new construction plan.
Based on the concept of ‘putting athletes first,’ in the new construction plan, we have set the standards for the facilities at a level that is befitting the main stadium of the Olympic and Paralympic Games, while in principle limiting functions to only those needed for the athletic events themselves. As a result, the cost of construction is over 100 billion yen less than the previous plan, and we have managed to hold costs down by a considerable amount.
At the same time, we have set a direction for the legacy of the 2020 Tokyo Olympic and Paralympic Games in terms of ‘the world’s most advanced universal design,’ ‘Japanese style’ and other concepts.
We must complete the New National Stadium, without fail, in time for the 2020 Games. I would like this Ministerial Council to continue to examine the actual construction process conducted by the Japan Sport Council and thoroughly explain the state of progress to the public.
In addition, we must finalize discussions on how exactly the financial burden will be allocated. We need to continue to consider this issue in full cooperation with the Tokyo Metropolitan Government. I therefore ask all of the relevant ministers, including Minister Endo, and also Governor Masuzoe, to work to address this matter. Thank you.”
