Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (IT Strategic Headquarters)
June 30, 2015
[Provisional Translation]
Prime Minister Shinzo Abe held the 68th meeting of the Strategic Headquarters for the Promotion of an Advanced Information and Telecommunications Network Society (IT Strategic Headquarters) at the Prime Minister's Office.
During the meeting, discussion took place on the Declaration on the Creation of the World's Most Advanced IT Nation, the revision of the roadmap for that Declaration, the Plan for the Utilization of IT in Regional Revitalization, the Basic Policy on IT Utilization, the development of new open data, and the Public-Private ITS Concept and Roadmap 2015.
Based on the discussion, the Prime Minister said,
“I recognize that, as well as being an engine for economic growth, IT is also an important tool for fundamentally transforming Japan’s industry and society, and creating more fulfilling lives for the people.
In order to further solidify Japan’s economic growth and to create more fulfilling lives for the people through improved productivity and innovation, we must utilize IT even more comprehensively, while building on the results that have been accomplished to date based on the Declaration on the Creation of the World's Most Advanced IT Nation.
To this end, we will work towards creating a highly convenient society where it is possible to carry out “one-stop” completion of all kinds of procedures, through the active use of the individual identification number system, with safety and peace of mind as a prerequisite. Furthermore, we will aim to create a society that is founded upon the utilization of IT, in which business opportunities are generated based on new concepts, such as the realization of a sharing economy. Moreover, we must conduct a fundamental review of any systems or administrative procedures that are obstacles to this.
To this end, under the leadership of Minister Yamaguchi and with the assurance of cybersecurity as a fundamental prerequisite, I would like you to quickly advance the relevant reviews towards formulating the necessary legal systems. I would also like all the relevant ministers to actively cooperate on matters related to the individual identification number system, such as by coordinating with Minister Amari. Thank you.”
