Prime Minister Shinzo Abe held the 9th meeting in 2015 of the Council on Economic and Fiscal Policy at the Prime Minister's Office.

At the meeting, debate took place on “reconstruction from the Great East Japan Earthquake,” “towards formulating a plan for achieving both economic revitalization and fiscal soundness (social infrastructure development (2)),” “towards formulating a plan for achieving both economic revitalization and fiscal soundness (social security (2)),” and “towards the formulation of the Basic Policies.” 
 
Taking into account the discussion, the Prime Minister said,

“This year is the final year of the intensive reconstruction period following the Great East Japan Earthquake. We have named the next five years the “reconstruction and revitalization period.” In keeping with this name, I would like Minister Takeshita to further accelerate reconstruction so that residents of the affected areas can experience peace of mind as soon as possible, and to take initiatives so that the Tohoku area becomes a model for regional revitalization. 
I would like Minister Ohta to clarify the policy priorities and timeframes in the Priority Plan for Social Infrastructure Development and other initiatives, and ensure thorough selection and prioritization. Moreover, in regard to PPP and PFI, I would like Minister Ohta, with the cooperation of the relevant ministers, to promote the formulation of concrete proposals from local public bodies.
While fully taking into account the discussions in this Council up until now, I would like Minister Shiozaki to accelerate the review and revision of measures for encouraging participation in health promotion services by healthcare professionals, the rectification of inter-regional disparities in benefits and burdens, healthcare reimbursement, the price of medicine, and other matters.
During the period of January to March this year, the nominal GDP growth rate showed the greatest growth since 1994. At the G7 Elmau Summit in Germany, UK Prime Minister David Cameron and IMF Managing Director Christine Lagarde congratulated me on this fact. We are advancing towards economic revitalization and I believe we must not let this opportunity go to waste, and instead initiate comprehensive economic and fiscal reform in a speedy manner.
I would like Minister Amari to exert even greater efforts towards compiling the Basic Policies, including the Plan for Economic and Fiscal Revitalization. Thank you.”
