Prime Minister Shinzo Abe held the seventh meeting in 2015 of the Council on Economic and Fiscal Policy at the Prime Minister's Office.
At the meeting, debate took place on “towards formulating a plan for achieving both economic revitalization and fiscal soundness (education, culture, sports, science and technology),” “towards formulating a plan for achieving both economic revitalization and fiscal soundness (social security),” and “towards realizing economic revitalization.”

Based on the discussion, the Prime Minister said,

“Education, culture, sports, science and technology comprise an important pillar in the revitalization of Japan. In order to establish a budget that takes into account factors such as the declining birthrate and is therefore both more efficient and of a higher quality, based on today’s discussion, I have asked the relevant ministers to pool their wisdom, enhance the mobility of human resources to support the endeavors of young people, and advance the introduction of private sector funds, such as matching funds.
Based on today’s discussion, I have asked Minister Shiozaki to intensively promote the full visibility of information that is important to the building of a healthy society, such as the current state of medical costs in each region, medical visit behavior, and the relationship between health and lifestyle, during the intensive reform period up until FY2018.
In addition, in order to ensure that increases in medical and care-giving costs are appropriate, I would like this Council to further accelerate the widespread use of generic pharmaceutical products, and strongly promote reforms that incentivize practices that prevent illness and maintain good health, as well as the activities of corporations that support people’s health.
The three items listed under the private sector proposal including “the industrialization of public sectors” are the keys to achieving both economic revitalization and fiscal soundness. 
I would like Minister Amari to comprehensively advance these three items upon coordinating with the relevant ministers to present measures to promote these items, such as the sharing of outstanding case studies nationwide, as well as their impact in terms of creating new markets.”
